What is the name of the following game?

The object of the game was that you had to make yourself populair among people of a small British town. Your were, if I am correct, the mayor of this town.

The game itself was purely menu-based. It had no pictures. For each decision you had to make, you could choose from several options, each decision making your more (or less) populair among the townspeople. Also fake newspaper artikels were included.

I think it was published by Kuma Computers, but I am not sure of that.

It was published in the middle of the eighties.

Does somebody know the name of this game? I think the title had the name of the town in it, but I am not sure.
