Who originally published Sirius´ Turmoil?

Who originally published Sirius´ Turmoil?

When looking title screen, there you can clearly see that programmer´s name is not japanese, so is there any european company which has published Sirius´ Turmoil first?

I also have a memory that in certain british msx magazines (in "what msx?" and in it´s sister magazine) advertised Turmoil cartridge was released by PANASONIC.

Many of these games were a kind of combination of Panasonic and ASCII. I have the original Turmoil from Sirius here. The European box shows both ASCII and Panasonic. Weird eh? Still, both are Japanese companies.
The cartridge itself just mentions ASCII and Sirius, though.

Same story for stuff like Tawara, High Way Star, Squish'em, MSX-21, etc.
