The Korean title is actually "Salamander II". Mentions Konami and SCC on the back of the box, and gives a short explanation of the SCC chip. The cartridge seems to contain a legit SCC chip (2212P003). The box also contains the text "This product is manufactured under license from Konami" so it looks like this was a legit release.
